Request for Proposals: Tillman School Building Conditions Assessment & Historic Structure Report

The Morris Center for Lowcountry Heritage (MCLH) seeks the services of a preservation professional that meets the Secretary of the Interior's Professional Qualifications Standards (36 CFR 61) for an architectural historian or historic architecture to perform a building conditions assessment and historic structure report for the Tillman School, a 1920s Craftsman school in rural Jasper County, SC, listed on the National Register of Historic Places (NRIS 16000396, see also: https://schpr.sc.gov/index.php/Detail/properties/S10817727011). The consultant will assess the building's structure and condition, identify needed repairs in general order of urgency, etc., and provide rough estimates of renovation costs for the building. A complete report of all findings will be generated.

The MCLH is a small non-profit museum located in Ridgeland, SC, with a mission to collect, preserve, and interpret the history and culture of the South Carolina Lowcountry by providing learning opportunities to its citizens and visitors.

This project has been funded in part by a grant from the National Trust Preservation Fund of the National Trust for Historic Preservation.

Background:

The MLCH owns the Tillman School property, located at 191 Cotton Hill Rd, Tillman, SC 29943, and is interested in restoring and renovating it for use as a museum education and cultural center. This initial conditions assessment will clarify the building needs and give the MCLH a better understanding of potential future costs for such renovations.

Estimated Project Schedule:

October 2 - RFP Submission deadline

October 15 – Contract finalized with consultant

Oct-Jan-MCLH to facilitate property access as needed for consultant.

January 15-Complete Report Delivery to the MCLH

Submission Guidelines: Interested candidates are requested to submit the following information for evaluation:

• ·       A cover letter detailing you or your firm’s interest in the project and relevant experience. Please include experience working with the SC State Historic Preservation Office and properties listed on the National Register of Historic Places.
• ·       A detailed resume or curriculum vitae highlighting your professional qualifications, educational background, and previous work in historic preservation and related work.
• ·       Project proposal and bid including a budget.
• ·       A portfolio showcasing samples of your past work (preference for South Carolina and Lowcountry work), particularly in historic property redevelopment or restoration.
• ·       References from previous clients or partners (preference for SC-based clients) who can attest to your expertise and work ethic.
